According to Xinhua, the regulations seek to increase export control capabilities of goods that may be used for either military or civilian purposes, as well as to improve transparency and standardisation of export control policies.

Beijing, according to the US, is assisting Russia in its war effort in Ukraine by providing dual-use goods, such as microelectronics that can be used to fabricate weapons. China claims that it has not given any party weapons and that regular trade with Russia should not be stopped. The new rules establish a list of prohibited goods and impose a permit system for the export of dual-use items. Exporters of these goods will be required to reveal the final consumer and the purpose for which the goods are being exported.

This week, Washington warned China and Russia to stop cooperating to support the war effort in Ukraine and sanctioned two Chinese companies and a Russian affiliate that manufactured and shipped attack drones.
