No SIM card without linkage will work in Nigeria as from Sept 15 – NCC

The Nigerian Communications Commission (NCC) has instructed all Mobile Network Operators (MNOs) to finalize the mandatory verification and linkage of SIM cards to National Identity Numbers (NINs) by September 14, 2024.

Reuben Muoka, Director of Public Affairs at the NCC, noted that significant strides have been made in implementing the Federal Government’s 2020 policy requiring all SIM cards to be linked to NINs. He reported that over 153 million SIMs have been linked to NINs, achieving a compliance rate of 96%, a substantial increase from 69.7% in January 2024.

Muoka emphasized the importance of reaching 100% compliance as the final phase of this process approaches. He highlighted that linking all SIM cards to NINs is crucial for bolstering the trust and security of Nigeria’s digital economy. This policy aims to verify all mobile users, enhance confidence in digital transactions, reduce fraud and cybercrime, and foster greater participation in e-commerce, digital banking, and mobile money services, thereby promoting financial inclusion and driving economic growth.

The NCC, in collaboration with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC), has discovered cases where individuals hold an excessive number of SIM cards, sometimes exceeding 100,000. The Commission is committed to working with security agencies and other stakeholders to eliminate the sale of pre-registered SIMs, thereby protecting national security and ensuring the integrity of mobile numbers in Nigeria.

Starting September 15, 2024, the NCC expects that no SIM in Nigeria will operate without a valid NIN. The public is urged to complete their NIN-SIM linkage or address any verification issues by visiting their service providers before the deadline. Alternatively, self-service portals approved by the Commission are available for this purpose.

The NCC also reminds the public that the sale and purchase of pre-registered SIMs are illegal and punishable by imprisonment and fines. Citizens are encouraged to report any such activities to the NCC through their toll-free line (622) or social media platforms.

The Commission expressed its gratitude to the public for their continued cooperation in strengthening Nigeria’s digital ecosystem.
